Green light for housing expansion

DONEGAL County Council has given the green light to a major dwelling expansion project in a Ballybofey housing estate.

Applicant Longmarsh Development Ltd has been given the go-ahead for the construction of 34 dwelling houses at The Beeches, Navenny, subject to 30 conditions.

One stipulation is that the dwellings subject of the permission shall be used as permanent homes only, and are not to be used for the purposes of holiday homes.

Prior to the commencement of development works, the applicant shall employ a qualified archaeologist (licensed under the National Monuments Act 1930-2024) to carry out pre-development testing at the site.

The archaeologist shall notify the Department of Housing, Local Government and Heritage at least four weeks prior to the commencement of site preparation to allow the archaeologist sufficient time to obtain a licence to carry out the works.

Where archaeological material is shown to be present, avoidance, preservation in situ, preservation by record (excavation) and/or monitoring may be required.

The Department will advise the applicant/developer with regard to these matters.

A further condition set down by Donegal County Council states that prior to the first occupation of any dwellings, all infrastructure including roads, footpaths, service connections to existing utility networks, landscaping, play areas, footpaths and public lighting, necessary to support the delivery of services and quality of life to the new residential development and its neighbourhood shall be completed in full accordance with ‘Recommendations for Site Development Works for Housing Areas by the Department of Environment and Local Government, November 1998’.

Furthermore, the construction of the development shall be managed in accordance with a Construction Management Plan, which shall be submitted to, and agreed in writing with the Planning Authority prior to commencement of development.

This plan shall provide for the location and details of temporary construction access to the site, the phasing of construction works, the laying out of haul routes across the subject site and proper locations for the disposal of site/construction waste.

The hours of construction are to be between the 8am and 6pm Monday to Friday, 9am to 4pm on Saturdays and shall exclude Sundays and Bank Holidays.
