Construction of additional car parking spaces at Franciscan Friary gets go-ahead

DONEGAL County Council has given the green light to a development at the Franciscan Centre in Rossnowlagh.

Applicant Fr Eugene Barrett, acting on behalf of Order of Friars Minor, lodged plans in December 2023 for permission to an extension for the car parking area to provide an additional 55 car parking spaces.

Proposals also set out for the removal of the existing gate onto R-231-4 regional road and relocation of new exit gate from proposed car park extension to southwest of site.

Furthermore, proposals lodged also requested the construction of a new toilet block and all associated site works.

Planners have given the go-ahead to the development, with 14 conditions attached.

In the interest of traffic safety, planners have requested that prior to the commencement of development all details relating to the type of bollard to be installed and exact location of same shall be agreed in writing with the Planning Authority, with all works completed in agreement with and to the satisfaction of the Roads Executive Engineer for the area.

Prior to commencement of development, permanent visibility splays of 120 metres shall be provided in each direction to the nearside road edge at a point of 2.4 metres back from the road edge at location of vehicular entrance.

Visibility in the vertical plane shall be measured from a driver’s eye-height of 1.05 metres and two metres positioned at the setback distance in the direct access to an object height of between 0.26 metres and 1.05 metres.

To preserve the amenities of the area, Planners have requested that all sound trees, shrubs and hedgerow shall be retained save as herein otherwise required, and any tree or shrub species subsequently dying shall be replaced.

To ensure the integrity and preservation of designated EU habitats and their qualifying interests, all waste associated with the development shall be disposed of in an environmentally friendly manner and off site at an authorised/licensed facility.

To cater for orderly development and in the interests of public safety, lighting shall be hooded and aligned so as to prevent spillage of light onto public road/adjoining third party property/adjoining habitat.
